So, at the request of my adviser I built a high school and imported several teachers. After several years I have 6 graduates and it now has no students. I'm paying the teachers to drink coffee and gossip. How do I encourage the populace of the benefits of a high school education? Thanks, guys!

Oh, this is Tropico 1, by the way, still in the free-play of the tutorial.

Construct some buildings that employ high school trained workers like factories or police stations. The availability of jobs will encourage your people to enroll.
