Many of us, including myself, have been having issues starting Tropico 3 on Windows 7 and Windows 8, as well as it throwing a "chipset not compatible with DX9" error. There have been a few suggestions posted here, but none of them worked for me, and it seems that they haven't worked for most other people posting.

I played around with it a bit on my Windows 8 computer, and got the feeling that it had something to do with fullscreen mode. Well, I guess it did. Instead of going into more detail, I'll just go through the exact steps that have worked for me on both a Windows 8 computer and a Windows 7 computer:

1. Download this: http://www.techpowerup.com/forums/threads/tropico-3-decompress-config.119569/
2. Follow the "Basic Usage" instructions there to open the decompressed config file in Notepad.
3. Change "config.IsFullscreen = 1" to "config.IsFullscreen = 0" (without the quotation marks, of course)), which will make the game start in windowed mode.
4. Save the changes, then close the Decompression tool and the config file.
5. Run the game...this SHOULD work, but will be windowed.
6. Now, repeat step 2.
7. Change "config.IsFullscreen" back to 1, while will make the game start in fullscreen.
8. Now run the game again...this should work again, and be in fullscreen.
9. You can now adjust the resolution and such in the in-game menu, and everything should work fine -- at least it is for me.

So, for whatever reason, starting the game in windowed mode once allows it to work in fullscreen mode.

Do any of all these posted solutions resolve the compatibility issues with NVIDIA GeForce 6-series video devices?
Unfortunately, I didn't read the compatibility notice prior to purchasing Tropico 3 Gold Edition and I would love for the game to work with my NVIDIA GeForce 610M.

I found that this worked for me on my Windows 7 64 Bit system with a NVIDIA GeForce GTX 460 Graphics card. However initially it still crashed as when I went in windowed at first I couldn't see the menu. So I put it up to 1600 something by something and then changed it to 1280 x 1024. Once I got it to run at that resolution on launching in windowed mode I was able to change computer to same resolution and then launch again after running the decompressor and changing back to full screen and it worked. Thanks for your help!
