EDIT: The game I am referring to is Tropico 2, forgot to put that on the subject name sorry.
I have trouble with happiness on my islands. I am able to manage it at around 55-60% now but that's still now good. My main problem is that even though I separate pirates and workers by a large distance my workers still get exposed to a lot of anarchy simply because someone has to staff the pirate buildings like the dives or winches. This is the only thing left that's hurting my workers, and I am slowly getting better at everything else but worker happiness just drops so bad it hurts for me.
All I have right now is the basic plan if kidnapping a skilled priest early for a church and separating workers and pirates. Any help?

Maybe you could build entertainment buildings in not really anarchic areas, and concentrate anarchy decors around pirate dwellings and ships. That way, they still get their dose of anarchy when going to rest/stashing/work.
