I got Tropico 3 yesterday.
In the download overview there is a link to the CD key.
When I call this up, it says:
TROPICO 3 GOLD EDITION - CD keys used up.

Since I haven't installed the game yet, I find this strange

Can someone explain to me what that means - do I need a key, and if so, where can I get it from if nobody is around?

You don't need a key to play the game or access the expansion content.
