I'm not sure if you get the joke, but the real-life government of Thailand actually did ban the Tropico game from their country. Thailand is ruled by a military junta, exactly the kind of authoritarian regime that the Tropico games satirize, so presumably the game's content hit too close to home for them. They banned it on the flimsy pretext that it disrupts "peace and order", when the real reason is that they felt the game satirized them specifically. Authoritarians are notoriously thin-skinned when it comes to satire and criticism. It's exactly the kind of behavior we would expect from the fictional El Presidente of Tropico, so the game developers embraced that and satirized the event itself in the game.

Every country in the world has at least one El Presidente.
