I've been at this for hours and I can't seem to get above 26 criminals. No police stations, no prisons. All the relevant edicts enacted. My crime map is red (which is good in this instance) all over the island. Not really sure what to do.

Addendum: I had to shut down every business on the island...over 300 unemployed people out of 850ish and I had to demolish every house. I barely made it to 30 criminals. I sat at 26-29 for months. Even with the No Free Lunch and no free housing edicts, people were still eating like kings and chilling at home. I was hoping they'd move to shacks because they couldn't afford rent, but it seems like that takes years after people become unemployed? Now an election popped up and I get to enjoy the tedium of reopening every job with the game on pause AND then rebuild all my housing at lightspeed. Thankfully, I have Martial Law ready. The devs should look at the difference between a challenge and an arbitrary goal that's simply not any fun. A google search of this question brings up loads of threads and no one has a good answer.
