JudasIscariot: I would recommend sending GOG a support ticket for this exact issue especially considering that it happens even on Windows XP. I just sent one describing this exact problem on my OS/netbook setup.
Since you are running a netbook with Win 7 Starter edition, it is very likely the culprit of your situation. Win 7 starter edition lacks so many features an OS should have. In the development stage there was an idea to limit the amount of running applications to 3! Luckily it didn't happen.

Still, try installing the game into a different directory than Program Files.
