If I download and install this game with the offline installer, will I still have the option to save to the cloud?

Cloud save is a feature of Galaxy.
You can import it into Galaxy after installing from offline installer.
Run the game from Galaxy and cloud save is active by default. You can disable this feature per game base inside Galaxy.
