I've been working on getting fast times in Train Valley 2, and on most levels I've been able to get times that put me in the top percentile, but I'm stumped on the very first level Forestry and feel like I'm missing something really obvious. The target time to get in the top percentile is 1:53, but I don't see how this is even remotely possible. In order to win, you need to deliver 2 Logs and 6 Boards, which in turn will require a total of 14 workers to be sent to workplaces. This means that the earliest that the last group of workers can be leaving the city is 1:36, but with the slow steam age trains it's already past 1:53 by the time they reach the workplace (much less had time to create the goods and ship them back). The fastest I've been able to complete the level is 2:51, nearly a full minute slower than the target.

There's clearly something I'm missing here, but I have no idea what it is. Anyone know what it is?

Your calculations appear to be correct. I'd like to suggest this table of best times maintained by our players, for vanilla TV2 campaign and both DLCs.

So there is some issue with the times on this level. Any idea what it might be? If there were cheated or illegitimate times then I'd expect all levels to be affected, but it's just Forestry.
We had a bit of a run-in with cheaters before, yes. Adjustments to the 5-star completion time tables were made and our player's initiative I mentioned in my previous message was started.
