I have the Game on CD in German Language. Can i copy some FIles from my CD Version to change the GOG Version into German?

quite easy.
You just need to change registry key HKCU\Software\Cavedog Entertainment\Total Annihilation\language to "german" to make the menus german.
After that, copy the content of the "data" directory from you first CD to the data Directory of the GOG-Installation and from the core contingency cd the *.ccx files from the cc-Directory to the root directory of your TA Installation (C:\GOG Games\Total Annihilation - Commander Pack\).
