After moving to a different PC, I just realized cloud saves don't work for this game. :(
I'm not sure if a bug report can be filed for this. If so, I'll file one.

No cloud saves for Torment: Tides of Numenera unfortunately. It's not a bug. The GOG version simply doesn't support them.
