Although I know that Torchight 3 is not on GOG yet (like Torchlight 2 was for few years), but according to this Steam topic, the newest game in the series will not feature dedicated modding tools like TorchED or GUTS for the first two games. One possible reason is Unreal Engine used by the game - previous games used OGRE. It other words, modding the game won't be easy.
