Hi Number13,
From your hardware and software you do not have a problem. First thing is to download latest software from the manufacturer of the steering wheel. Then you look from that software if there is ready made setup for different games. This is how Logitech approach. Then you check that you have done the software installation in correct way; first uninstall old versions, etc (as everybody knows, proper gamer never does it in correct order ;) ). Then we check wheel and pedal movement on computer side and then we shut down computer and restart it. This way we give to hardware proper registration to Windows register space. Now start TOCA3... Then you go setup and check how you can give places for left, right steering, gas and brake, up and down shift, mirror and look left and right. Then it should work.
I had first also problem when I set it up the Logitech MOMO wheel. The problem was solved by doing setup and immediatelly after that quit TOCA3 and restart it again. AND Voila' TOCA3 saw my wheel and after that it has worked like Swiss cockoo clock.
Regards,
Noble
