Placing maps into C:\Users\<UserName>\Documents\My Games\Titan Quest - Immortal Throne\Working\CustomMaps\ folder doesn't do anything.

Should be My Documents\My Games\Titan Quest - Immortal Throne\CustomMaps. Don't know why you've got Working in there - shouldn't exist.

The ...\Working\CustomMaps directory is where the editors put the mod you are working on. ...\CustomMaps is where the game looks for mods.
