Anyone know if I get the Ragnarok expansion here (because of the sale) can I install it to my version of TQ:AE from Steam?

No!

If you don't own the Base-game it is impossible for you to buy a addon.

No, not possible. GOG is DMR free, Steam has DMR on it so they're not compatible.

What you can do is have a GOG version of the game as well as a Steam one. So you could play Ragnarok on GOG and then if you want to later on when a sale comes up on Steam get it there and your characters will be available in either platform so long as you use local saving and not cloud.

IIRC, Galaxy saves both on cloud and local, so if you put manually a save in local folder, then Galaxy will ask you what file to be used.

Well, I use local saves anyway and Galaxy so my game accesses the local saves from either of my versions.
