I have Titan Quest Anniversary Edition version 2.9 with the Ragnarok expansion. I tried installing the new expansion, Eternal Embers, but it doesn't work. I still have the Ragnarok start screen, and nothing seems to have changed. I assume I need to upgrade my game from version 2.9 to version 2.10.6, but there is no patch in the "view downloads" section for doing that. What should I do?
Try verifying the game files. Also did you click on the extras to call up the download options for the game?

Also you can choose which starting screen you see so that might be why you're still seeing Ragnarok.

And Eternal Embers is a Legendary difficulty only expansion so apart from the new Neidan mastery you won't be able to play the map content until you get to the end of Ragnarok Legendary.

Thanks for your help.

How do you verify game files? And what do you mean by "extras"?

How do you select a starting screen? I see no option for that.

I started a new character to check it out, and I don't see any new masteries on the mastery screen. I have several Legendary characters (levels 70, 68, 65 and 62) that I was hoping I could use to play the new levels. Are you saying that each character has to kill Sutr before he or she can play the new levels?
To verify the game files click on the icon to the right of Play, go down to Manage Installation and then in there choose the Verify/Repair option.

For patches click on the Extras to the left of the Play button and then scroll down to see the various patches for the game.

And yes, if you have Ragnarok installed then you have to kill Sutr on Legendary difficulty to unlock the map content of Eternal Embers.

Well, I couldn't find the necessary patches to update 2.9 to 2.2 (which would allow me to use the patches on GOG to get to 2.10.6), so I tried uninstalling the game (and the Ragnarok expansion) and reinstalling everything using the 2.10.6 versions, and that did allow me to install Eternal Embers (complete with the new mastery), but it also caused numerous problems (like grayed-out portal stones, grayed-out skills, characters appearing in the wrong places, etc.), so I uninstalled the 2.10.6 stuff and reinstalled the original 2.9 versions, and that fixed all the problems, but now I'm back to square one. I also noted that after I installed the expansions and put my old characters into the new savegame file, the version of the game reverted from 2.10.6 to 2.2, and I have no idea why or what to do next. Any suggestions?
Well, there isn't a 2.2 version of the game. No idea where you got that from. Ingame the version number is 2.10.21415 so why GOG is calling it 2.10.6 I have no idea.
Just a thought. Did you try installing the 2.10.6 versions and Eternal Embers and then verifying the game files?
Thanks for the advice, everyone, but I tried everything, and nothing worked. I spent days trying to fix this, and at this point I've completely run out of patience and can't do it anymore, so I'm done. I give up. I'll just return the expansion and play something else. Thanks anyway.
