As per title the game doesn't allow me to put more points in the mastery bar (it shows 32/32). I have the anniversary edition without any dlc's. Is this a bug or am I missing something? Thank you.

What you're missing is the Atlantis expansion which raised the mastery bars to 40 and added some extra skills to the masteries. If you don't have that expansion you can't reach the higher tier.
