Just to be sure in order to play Embers you have to go through a full play in Normal other in Epic another in Legendary ?

Yes I dindnt read the legendary part but for sure it isnt obvious.

Just to make sure I order my refund with the right reasons.

No. You can create a character with the appropriate level, starting right where the expansion begins.
