Galaxy reports under Downloads that the update installs .1 of 1GB out of a 2.82GB update. It fails immediately, every time.

EDIT: OK, using Galaxy I aborted the install process which was stuck in a loop, and used "verify files" and that seems to have fixed the problem.

Galaxy allow to stay on old version. So probably you abort update (and validatimg happened for previous build).
Just check what build Galaxy show compare it with GOGDB.
