Could someone please tell me what causes the tent upgrades unlock so that one can then purchase the upgrade with the resources?

Progressing in the game. As you progress, more options will be unlocked and you will be able to purchase them, provided that you've purchased the prerequisites.

However, may I ask if that progress is defined by the main story, or the amount of the map one has 'interacted with?
