Does the current GOG version of This War Of Mine enable you to create a custom game where you can customize your characters and add in your own custom portraits?

Yes, although "customize" means you choose one of the 7 jobs available and a portrait (you can add your own).
All character start with 12 inventory slots.

Thank you for replying! I was wondering, if you do own "The Little Ones" DLC, are you able to add kids to your custom game set-up, or is it only available through the main "campaign"?

On the steam little ones (which i think is the same version but i don't have the dlc on gog), you can only start with one child (or 0) in custom story.
You have to choose from the premade ones though, i don't see any option to create custom ones.
