The minimum requirements for Windows is listed as "Windows Vista / 7 / 8, Processor: Intel(R) Core(TM)2 Duo 2.4, AMD Athlon(TM) X2 2.8 Ghz Memory: 2 GB RAM Graphics: Geforce 9600 GS, Radeon HD4000, Shader Model 3.0, 512 MB DirectX: Version 9.0c Sound Card: DirectX compatible".
It looks like your Core i7-2640M CPU CPU runs at 2.8 GHz and has 2 cores
https://en.wikipedia.org/wiki/Sandy_Bridge#Mobile_platform so that is definitely faster than a Core 2 Duo 2.4 Ghz.
The Intel HD 3000 supports Shader model 4.1
https://en.wikipedia.org/wiki/List_of_Intel_graphics_processing_units#Sixth_generation however it can be hard to compare the power of 2 different architectures of graphics cards, but given that the Geforce 9600 GS
https://en.wikipedia.org/wiki/GeForce_9_series#GeForce_9600_GS listed in the minimum specs was released in 2008 and seems like a lower end card I would guess that your Intel HD 3000 should be comparable to it.
One thing to note is that the Intel HD 3000 doesn't have any built in memory so it will use your RAM, so I assume you would need at least 2.5 GB of RAM for this game, 2GB for the game and 512 MB for the Intel HD 3000.
So in summary I think your laptop has a decent change of running this if you have at least 2.5 GB of RAM but I know some games have trouble running with Intel HD graphics because of driver problems so it is still possible this may not run, although updating to the latest drivers may help. Maybe checkout the Steam forums to see if anyone else with a Intel HD series graphics have had success running the game.
EDIT: Looks like someone asked about running on Intel HD3000 of the developers official forums
