When I try to install it, it says "access denied" a bunch of times. If I run the installation batch as an administrator, it does not find Thief 2. Any suggestions?

Try Tafferpatcher. It installs Enhanced plus some other fixes and nice stuff, and it's very easy to use. http://www.ttlg.com/forums/showthread.php?t=131106
