So I go burgling one house in Stonemarket the first s time I get there, I steal some stuff and spot a diary talking about a gems heist in which one person is skimming off some stolen gems from his accomplices and has left a note as to where he's stashed them.
Come downstairs. Overhear the accomplices discovering the plot, cornering the man, and deciding to murder him. He runs off, they chase afterwards.
The end result ends up being an all-out war in which loads of people just simply kill each other. At one stage there were something like fifteen bodies in the streets and I'd not killed anybody - but watchmen had killed thugs, thugs had killed watchmen AND civilians, and the fighting was going on even in places which I'd never been near.
I even tried to prevent this happening by interrupting the exchange between the two thugs and their embezzler, either by distraction or by gas-arrowing one of the thugs (only one, because there was only one gas arrow yet - they seem to only knock out one enemy now, it looks like we need a gas MINE to have an area effect, and on Day 1, you don't have one of those available)... But a fight still broke out between other generic "thugs" and "guards".
So is there a way to make the NPCs not fight each other EXCEPT for the two thugs to attack their victim?
It got particularly frustrating when the *guards* killed several tuhgs - then called me a murderer when they spotted me, and I hadn't killed anything or even harmed anything... It appears the game is also counting NPCs knocked out or killed by other NPCs, as being killed by Garrett?
