I recently bought a new computer with an I9, RTX 3090, and 64gb of RAM. I only say this because maybe someone can point out the issue.

On my last computer, installing Thief and System shock from GoG was a dream.

Right now it's a nightmare.

I can't change the resolution without the game getting hung up and crashing, over and over again. It's been like this for weeks.

Yes I've tried verifying the integrity of the files, yes I've restarted, yes I've reinstalled.

Please help me, these are my favorite games.

My solution: dump the NVIDA and get an AMD graphics card! I think that is where your problem lies.
What is the OS? Is it 64 bit?

try to set the proper resolution in cam.cfg manually, or patch up with TFix, it should grab your desktop resolution and set it up automatically.
