Hi guys,
I'm on level 3 (I think), the level where you have to get your reputation over 500 to win. My reputation has been over 500 for a very long time, and the guy just keeps popping up to tell me "You are very close to beating this level" (for about a year). I have met the financial conditions (the guy told me so). Any ideas on why I haven't "won" yet? I don't have a working surgery as I haven't been offered a single surgeon to hire, could this be why?

There are more requirements than reputation (bank balance, visitors treated, hospital value, patients cured...)...

Because of this reputation (500) i think you are on level 4. Try to have:
Bank balance:50 000
Hospital value:100 000
Reputation:500

And always make sure to hire your personnel as soon as you start a level. Sometimes getting the right people after the initial ones dissapear from the hiring roster is near to impossible.
