New staff appear every 1st of the month, so just crank up the speed a bit and you'll have new staff available.
A good tip is checking the staff hiring as a first whenever you start a new level so you have a few before you open the hospital.
Then check every 1st of every month.
Every fourth month you get a completely new set of staff on the hiring box.
