I believe this level is called Eastville, Ive been playing for 3 in-game years now and still no surgeons available to hire :/ I get emergencies for surgeries and many patients...

Is this normal?

There should be quite a few surgeons available in level 9.

You do have to hire them before your competitors steal the talent, so it's a good idea to keep an eye on the staff panel at the beginning of each month when you still need people.

Surgeons appear during months 0, 4, 8, 12, 18, and 24 on that level.

How did you find out the months? :) Is that info in a game file?

Yeah, in the LEVELS folder there's a bunch of files that end with .SAM.
They contain the configurations for the levels on each difficulty, which includes how many staff of each type come available. It also says when earthquakes and emergencies will appear, but not epidemics. Read into that what you will.
