I've recently installed the game and found that the music and sound effects are very "scratchy". Is there a way to fix this?

In the SOUND directory inside the main Theme Hospital directory, look for the files named DIG.INI and MID.INI. Please post the text inside them. You can use Notepad or any other text editor to open them up.
