After typing 24328 on the fax machine:

I can only add money and do some other basic cheats, but I cannot create an emergency or new patients (CTRL+E, Shift+1).

Is it specifics of this version, and how can I get all cheat codes to work?

I have an original CD and get the same behaviour. Either there were some obscure versions out there or a lot of the cheats are bogus.
