Hello. Let me get straight to the point.

After beating a levels requirements, you're presented with a letter and asked if you wish to progress to a new Hospital (Level). When you decided not to and stay with your current level, How do you progress once you wish?

Ive searched many of the games menus and found nothing and used Google Search to no avail...

You'll get a new chance at the next interval. I think it's every 6 months, but it may be every 3.

I sometimes go a little further, at least to a new year, just to see if I get a better score, but it doesn't always work out great. In any case, you will be prompted again, hopefully with a higher wage offer than before, at least every 6 months. I suppose the level requirements must still be in place, so if you have less money for some reason, or have fallen below the treatment percentage, then you may need to go until you have beaten the requirements again. Usually these are non-issues though.
