When I played this years ago, I always had my people complaining it was too cold. I placed heaters all over the place and cranked up the temperature, but I was never able to maintain a proper balance between heat and cost. How do you do when it comes to heating your hospital?
I've always had this problem. It boggles me.
Basically less heaters that cover more area is what I use
If you didn't realize, the town map can display a heatmap (heh) showing how effectively your radiators are heating the building(s). More importantly, radiators are more effective when laid out so that their heating ranges slightly overlap.

Also, make sure you put radiators around the walls of mostly-empty buildings; if you only have a couple radiators in a couple rooms, they'll be overwhelmed by trying to heat the whole building and will barely cover those rooms properly.

Edit: Just realized that the really useful heatmap is a feature either new in CorsixTH or at least, isn't present in the DOS version. Sorry!

I always built 2-4 in one room and set the power on max but always someone wasn't happy. I don't think they are that important while the people gets cured quickly.
Just put enough of them until you see everything covered in the map (1 in every small room, 2 in every big room, outside rooms until you cover all). The heat bar will be only around the half, but you don´t need more. Maybe sometimes the game will tell you the people are cold, just don´t bother with it.

Today I´ve had numerous messages of "you´ve got too many nurses", even when I had 5 rooms where I needed them at the same time and I only had four of them. I´ve got numerous times rats even when I had so many people cleaning that each garbage thrown at the floor would be cleared in less than 10 seconds... Just don´t bother that much with that kind of things, it´s how the game works.

Well there's definitely a sort of heatmap in the original game. When you adjusted the temperature it showed you a circle where every radiator is and the size of the circles depends on what you have the temperature set to.
The map is quite good, especially in CorsixTH.

By the way, in the Status window, the ideal situation (IMO) is when the heating bar is in the middle.
a lot of the time, it happens to me because I have recently purchased another plot, put one building or two in there, and then the handymen wander all over the plot and complain about being cold. The rest of the hospital is well heated and no one is complaining, but it's only in that one area that no one but the handymen go, and then the adviser says people are complaining about being cold.

If your situation is the same as mine, just ignore it.
I suspect it's a slight bug in the game that never really got tweaked (I don't know if anyone with CorsixTH could confirm if it's present there?) - there's a similar thing with the original Theme Park, where once your park hit a certain size people would constantly complain about being unable to find their way around, even if absolutely everything was signposted, with park helpers and whatnot everywhere.
I think it's becouse the more people are there, the more chance someone get's stuck somewhere where it's cold or has other problem with them, and since the advisor's reports are probably not relative to the hospital size / number of patients, he will start going crazy late game. It's more use to observe the people themselves, less listen to the advisor. There may be a place in the corridor that is less heated and ppl waiting in that single spot are getting cold. Click on the unhappy guys. If you have 8 ppl then even when there is 20% unheated area there's a chance nobody will notice, but with 100 it's already 20 guys freezing. The advisor is just not intelligent enough to take this into account.
I can confirm it´s a problem of the game, I´ve done an hospital with twice the heaters needed for covering the entire hospital, yet sometimes the game keeps telling somebody is cold.
Sorry about bringing up an old topic.

I found out today that walls actually block the heat, so the heatmap is wrong. If you place a radiator in a room, it has zero effect outside the wall.

Placing radiators in the hallways got rid of the "too cold" complaints.

It is present in the DOS version, but a bit bugged - if you click to increase or decrease the heating while in the town map, the circles will appear.
I suspect that there is also a crossed wire with one advisor message and an audio file. From memory the game often shows a message that the hospital is too cold but the receptionist voice says "We apologize for the amount of litter".
