Just played my first game as Dandelion and I encountered this bug. Bernie Hofmeier friend theoretically should allow me to get support missions done on people in my region. I put 2 gold on him, and next turn I used him by mistake when no one was arround - and the 1 out ot 2 counters was gone, but nothing (as it should) happened - seems to me, there should be some kind of prompt informing you that either no support missions are available or that no characters are present. Next time I used him - there was Geralt in my city, but his support required 3 gold and I had 2 - again, the counter was gone, but nothing happened. It's a risky click. I was able to use him every turn, even without other players in the vicinity and without any available support missions. I believe I also had the same problem with Carmen - should give me any good faith cards that have been thrown away. I randomly used her in the middle of the game - the counter was gone, but since probably nobody had thrown away a good faith card - nothing happened. Those friend cards should either be available to use only when they can be used, or there should be a prompt warning that it's useless... either that, or those cards are essentialy broken.
