I saw bunch of buildings or landmarks in the east and north of Novigrad, and wanted to explore them, but what do you know, the game cuts me off and teleports me back just a short distance away. This is really a questionable design decision. I mean I'm standing at another landmark and those destinations the game won't let me reach are like half KM away. It's not even something that's out of bounds. I think they should have let you access these places and only turn you back when you go too far out of bounds. Atleast with something like Skyrim, I can explore whatever I can reach on the map, I'll give Bethesda that much despite it being a inferior game.
But then, how does "out of bounds" visually look?

If you want to access every building you can see you end up like Stalker or Skyrim, with a border that's either mountains or a fence with a ton of meadow behind.

More visually pleasing to have things at the edge of the map than an empty edge of the map.

Think you patched W3 to 1.10 and then did not get/install HoS?

Because - as far as I know the patch 1.10 already prepared the ground (so to speak) for HoS.
Meaning: by whatever might have happened the area for HoS had been added but nothing else.
Would not want to be the level artist that caused this one :), but because of HoS (installing this one makes the areas playable) it does not worry me at all. Seems most of the folks do not mind (the ones that encountered this).
Yes, what you're describing sounds like the Hearts of Stone area to the north and east of Novigrad. You cannot enter that area until you start that expansion DLC.
