Hit an issue with 1.10 in that trying to find the power cell at the watch tower near Kaer Mohren doesn't pop up therefore you cannot get the initial legendary armour components.

Doing a play through of NG+ with the new DLC and I hit this problem. Which is annoying as hell as I like the Wolf armour set.

Has anyone else found this problem and if so is there a fix or will we have to wait for it to be fixed?

It seems this is a bug. Many people on this forum and CDProject Red forums are reporting this as well.
