I bought Witcher 3 game, vanilla, for the premiere long time ago. Now I want to buy two big DLC. Question is, is it better to buy "DLC pack" or maybe whole "Witcher 3 Game of the year" edition?

Are they different?

Hello. Yes, get the goty while its on sale. I think it is the better choice, you get it all and for 14.99 bucks. awesome.
Edit: I just checked and it will cost you more to get all the dlc, even though you get the goty free with it, then if you get the goty while its on sale.

For me GOTY is more expensive than 2 DLC pack. And question is, am I loosing something like content to not buying GOTY only 2 DLC pack?
Its a good question. If I buy Game of the Year edition do i need to still purchase

Since i did and if those are indeed included, then why are they still listed as DON'T OWN? I really dont want to purchase these extras and find out i already own them via game of the year purchase. I think this has happen with another product and i did buy the individuals after. I dont recall it making a difference. Seems like an algorithm error not registering what's in your library.

The GOTY version has everything included. The expansion packs have different product pages for people who own only the basic version of the game. That's why they aren't marked as owned even if you buy GOTY. I agree that they should be marked properly if you own the GOTY version, but this is how it looks unfortunately.
