Hi everyone, just wondering if it's possible to transfer my current W3 save files onto a USB and install Windows 8 (currently have Windows 7) and later on when I have everything setup to just install GOG Galaxy and transfer the saves to the Witcher 3 save game location?

Sure, that should work with any game. Backup savegames, restore later or on another computer in the same directory, should work fine.
