Both the expansions are included in the expansion pass, which is the entirety of the paid extras, and it has always been the cheapest option. The only reasons I could see for buying the expansions individually is if you were tight on cash and didn't want to pay that much at once, or you were just very cautious and don't like paying for anything before it is released and you can get an assurance of its quality.
