There's a bug in one of the abandoned sites, the one with a shrine. You're supposed to kill the Ghouls so people can pray but the Ghouls never appear. I've tried different times, day and night. I've seen several people with this problem, I hope it's fixed.

Try to ride from starting point (i.e. ransacked village towards abandoned one), that's how I met ghouls. It was raining, 16:09, if it'll help you. :)
