I am fairly late in the game and I still haven't found the white gull recipe. I went back to white orchard to check with the herbalist there but she didn't have it. Anyone have any tips on where to find it?

I know this has been talked over quite a bit, but now i'm at the point where i'm getting really angry. Where is that bloody recipe?
I went to all the herbalists around Velen, White Orchard and the master alchemist guy in Skellige. Nothing! Not at abandoned site herbalists, not at Tomira, not in either Novigrad herbalists, and not at the "magic fence".
I'm 80 hours into the game, and apart from the first 10 hours or so when i haven't had any money, i bought all schematics and recipes. I've done every point of interest in Velen and White Orchard with the exception of 3 higher level ones. And yet, no White Gull.
Why is a recipe so important, as the basis of everything above tier 2 alchemy, so friggin rare? And why is it so random to find? It's driving me nuts. Spent the last 3 hours just scouring every place i could find which has the potential to have the recipe. Again.
Are there any sure ways to get it? I'm open to cheats even. I'm seriously desperate.

Personally it would ruin the experience for me but to each their own. I remember finding a recipe in a chest somewhere in Velen but due to the sheer size of it can't tell you for certain which one it was. Some chests are well hidden and I only discovered them after going back to quest areas.

A lot of that loot is random. I'd hate to think his white gull recipe fell through the RNG cracks.
Well, personally for me I got it from a Merchant after defeating some monsters in a depopulated area, in Velen somewhere (bunch of peasants and the merchant moved in after I defeated all the baddies) if i remember correctly, but these things tend to be random, you may have to look around a bit (do the missions with the ? on the map).
