I love the design and get that they're weird and creepy but I can't figure out what I'm actually looking at. One of them either has a bail of hay or a a wicker basket for a face. WTF is it?
It's a veil; a mask. Here is the concept art for the crones.
Is the one with the basket the weavess, can´t memorize their names. There´s probably a good reason for her face being covered.

Yeah, most artists are not very good with faces. ;-p
Does anyone else find it funny that they run around being all sexy and naked in that cave in bald mountain, when there's nobody around observing them, but the two/three times we see them interact with humans (Geralt first, later Ciri) they change into these hideous creatures? Would really make more sense the other way round, wouldn't it?

Maybe they are really just a bit shy, all rough and disgusting on the outside, but all sweet and sexy underneath... poor misunderstood crones...
If the one with the bug hive in her eye and the bugs crawling over her face is the one that doesn't need her face covered, than I don't want to see the faces of the other two.

They probably want people to be afraid of them.

I agree with you. The idea that it is a veil is consistent with the overall tone.
