I am doing something wrong here? I am in Vizima and I am being told to follow the herald, but he never moves. I have dressed, practiced bowing. etc, but the guy just stands in the same spot and I can't continue with the game. I have already started over and come back to the same issue.

You have a corrupt installation. First, remove any mods or scripts you may have. Second, verify/repair your game in Galaxy.
