A while back there was an option in GOG Galaxy to turn these off. I can't see them now. Is it still possible? Or can I circumvent it some other way?

Yes, it is in Settings>Features.

I can't find anything named 'Features'. If I download the games to my PC, will anything track achievements or time played? If not, that will be a good enough option.

I have legit OCD and just deleted all but two games on steam because of an episode. lol. 145 games are gone.
In Gog Galaxy, click on galaxy icon, you will see a menu, the icon it is above the list of games already installed.
