Hello there,
lately the game runs really weird, I have big fps drops and my gpu usage drops from 100% to 80% or even 20%
that results in fps drops.
I tried lowering my settings from ultra to low but it still does not work I still have those fps drops.
Moreover, the game sometimes does not load textures of buildings and people. Sometimes props just float in the air.
The game ran on older versions smoother than 1.31 patch on my gtx 760, now I have a gtx 1060 6gb which is capable of
running the game on ultra 60 fps.
I tried tweaking the game and updating to the latest graphics driver, still did not help.

My specs:
GeForce GTX 1060 6GB
Intel Core I5-4590 3.3GHz
8 RAM
730W PSU

Please help me to fix those texture pop-ups and fps drops.

That sounds like a corrupt installation to me. Verify/repair your installation, but before you do that, remove ALL mods if applicable.
