Ok read all other post about this but no real solutions just idiots answering stupidly, this quest did show up on earlier version of game but i updated my game to v1.07 even have all dlcs, started game over, decided to do something different went straight to Skellige, talked to Lugos who mentioned the light house quest, even talked to Crach about his children after that and before anything else, i went to Arinbjorn then slowly walked to their notice board by their Inn and saw 6 little notes not one of them is "Contract: The Phantom of Eldberg" even after not seeing the contract i walked into the Inn and was not greeted by anyone why is it it worked before but not now, i dont care if it works for someone else dont care u dont like this post just want a REAL answers, no questions ive explained all i know



*************i finally got it, i reinstalled the game deleted all dlc one by one added them left dlc 15 out of it and it worked

games are known to "damage" saves usually if you patch games as and when they are released as opposed to playing the final patched game. which is why i'm waiting. so if you get a patch that specifically is supposed to fix your issue it may not unless you start the game from scratch or send your save game for repair to the development team. (if the service is provided in this case)

tried starting from scratch its like the quest doesn't exist, even tried debug enabler and typed "witchcraft" which adds 1 of everything looked through the contracts and nothing.
