Running the latest patch, had this problem since day one. If I turn Vsync on the game gets capped to 50hz (my usual is 60hz) and the game also stutters. And no anti aliasing option works, I tried Nvidia inspector, DSR,downsampling, even SGSSAA.Can someone help?

This is what I mean regarding anti aliasing.

Specs
GTX 970 OC Edition (not overclocked yet)
i5 3330
8GB RAM
2TB HDD

1920 x 1080

Without vsync I get around 60-70 fps on high.

Don't use VSync in fullscreen. If you must use VSync, use borderless window. Also make sure your video card is handling VSync, not the game. Try the same with Antialiasing; use the card, not the game.

Using the NVidia control panel right?

It didn't work each time I changed anything using it. Same thing with Nvidia inspector. Was it because I was in fullscreen?

Turn OFF Vsync in the game. Turn OFF antialiasing in the game. Turn ON Vsync for TW3 in nVidia Control panel, and if you use Vsync, make sure you also turn on triple buffering. Experiment with your antialiasing settings for TW3 in nVidia control panel. Do this 'per game', NOT global. As I said, use borderless window if you must use Vsync.

I see no stuttering in that video you uploaded, but if you are getting it, make absolutely sure you either turn Hairworks OFF or turn it right down, it will eat up your FPS like nobody's business. Other than that, experiment with your nVidia settings, and what you set in nVidia control panel, turn OFF in-game.
