Ok... so I am a level 43 and I couldn't remember if I completed the precious cargo quest in white orchard. I looked in my completed quests and couldn't find.... went to white orchard and there are no exclamation points left. So I went to the location of the guy off the rd on the way to the nilfgardian post and he was sitting by the fire. I couldn't talk to him.... is this bugged or is anyone else having this same problem?

Maybe it was one that you had to do before going into chapter 2 and now
won't show for that reason.

You're level 43 and you're worried about a quest that should have been completed around level 1 or 2? I can only guess that you've completed the game, given your level, and if that's the case Precious Cargo will be a non-starter, since an important part of the quest is no longer available, namely the Nilfgaardians at the garrison.
