I can't see painter in Beaclair in the morning and 11:00 AM, 12:00 AM etc.
What can I do?

If the painter you are talking about is the one connected to the quest Portrait of a Witcher, he will be around the art easels in the center of Beauclair, but the quest only becomes available once you've completed 'Warble of a Smitten Knight'.

Thank You for help, I have completed "Warble of a Smitten Knight" and the painter has been found.
