I see. Try to get the refund from the other site then buy it directly from either Steam or GOG.

I'm guessing you purchased a cheap Russian key (knowingly or not) and GOG have disabled redemption of them outside of Russia (or something similar). Nothing GOG can do to help as you didn't purchase from them, so I'd contact the seller for assistance.

Wherever you bought that code, sounds like they scammed you and sold you a cheap Russian copy. Best try to get your money back by contacting your seller, or directly via PayPal or your credit card company.
