Well, as the title says, GPU is stuck at default clocks (in my case, 1481mhz) while playing W3. Running the latest driver from nvidia, on a GTX 1080 with an 8086k cpu. Did a fresh install of the drivers and the game. No mods installed at all. Tried forcing maximum performance in control panel with no luck.

Did you installed DirectX 9.29? Maybe processor problem. Try re-installing the game with proper settings.
Try to set "Prefer maximum performance" in Nvidia Control Panel. Is this the only game in which you have this problem?
Joel, already wiped the settings and tried again. No luck. Sarafan, yeah I already set Maximum performance to no avial either.
Maybe the temperature of your GPU is quite high when playing Witcher 3. GPU boost only works if the temperature doesn't exceed a certain amount of degrees.
